2010 Housing Choice Voucher Program of the Year award


HUD HONORS HOUSING AUTHORITY OF PAINTSVILLE FOR SUPERIOR PROGRAM ADMINISTRATION

LOUISVILLE - The Louisville Field Office of the U.S. Department of Housing and Urban Development (HUD) presented awards for excellence in management to several housing agencies at the Kentucky Housing Association Mid-Year Conference held February 7-10, 2010, in Louisville, Kentucky.

This year HUD staff has selected the Housing Authority of Paintsville (HAP), headed by its Executive Director Mr. Michael Spradlin, to receive the 2010 Housing Choice Voucher Program of the Year award. The housing authority manages a 274-unit public housing low-rent program and an 87-unit Housing Choice Voucher Program.

The HAP is proactive in ensuring that there are quality housing choices for voucher recipients. The HAP staff is also involved in the community to ensure that all viable housing choices are utilized for those needing housing assistance.

The HAP has been rated by HUD as a high performing agency for 5 years in a row and the HUD office is impressed with its accomplishments during difficult economic times. HUD is proud to present this award to the HAP.

The HUD Louisville Field Office annually recognizes superior program administration by presenting awards for Small PHA of the Year for housing authorities with less than 100 units in management; Medium PHA of the Year for housing authorities with 100-249 units in management; Large PHA of the Year for housing Authorities with 250 or more units in management; and, for Housing Choice Voucher Agency of the Year for rental assistance program administrators. One hundred and five PHAs compete for the public housing awards and 40 Housing Choice Voucher agencies compete for the rental assistance award. To be considered for the authority and agency of the year awards, the competing organizations must excel at property, financial and occupancy rate management.

Awards are also given for Resident Initiative Program of the Year and Family Self-Sufficiency Program of the Year.

General Qualifications
The rules for eligibility vary from complex to complex, but in general you must be determined to be low income as determined by the United States Department of Housing and Urban Development (HUD) most recently published income limits. Income limits are determined by the number of individuals in the household seeking assistance. You must not have a criminal history involving violent crime or drug abuse and or alcohol abuses. You cannot owe funds to The Housing Authority of Paintsville or to any other Housing Authority. You must have a good past rental history including a good history of paying your rent on time, not disturbing your neighbors, keeping your previous homes in good condition, and leaving in good standing with your past landlords. We will run criminal history reports for verification. These are general requirements and many more specific details, obligations, and requirements must be fulfilled prior to placement or other assistance.
